The SWAp model prioritized pooling of donor funds, as a mechanism to reduce fragmentation and promote coordination of national health policy and implementation in several sub-Saharan African countries. These models were often bypassed, however, in response to changing global health priorities and channels for directing funding particularly as the new well-financed Global Health Initiatives began to have a greater impact and influence.
